Plan Submittals are your electronic submissions of plans and related documents for an eBuild project. During
all stages of your eBuild project, plans are submitted, reviewed, marked up, approved and
returned to you electronically. Any material submitted on paper will be scanned to PDF format and added to the project electronically.
Note: Under the law, the documents you submit to the City are a matter of public record.
Submittal Guidelines
Working with electronic files instead of sheets of paper presents some interesting challenges. Please review and observe these guidelines
when preparing your plans for electronic submittal:
- All plans and supporting documentation must be submitted in PDF format.
- If the PDF is of a scanned document, the resolution must be at least 200 DPI (dots per inch).
- Drawings must be uploaded as individual files, one sheet per file.
- Specification manuals, calculations, and other supporting documentation should be submitted as separate PDFs, one document per file.

Security settings must not be set to restrict modification of files. Locked files (often marked SECURED by PDF software) cannot be processed by the system,
marked up by staff or stamped when approved. However, the approved copies of files returned to you are locked by eBuild
to prevent modification.
We always retain copies of your original documents without any alteration, exactly as you submitted them to us.
We only alter working copies created from the originals to electronically add notes, comments and stamps.
- The total size of files uploaded at one time cannot be more than 200 MB.
- You can make multiple submittals if the files you need to upload exceed this limit.

File names must start with a letter, number or underscore and cannot contain any characters other than letters, numbers, dash, space, underscore and period:

- File names cannot have a space or period immediately before the .pdf extension.
- File names cannot be more that 255 characters long.
- Changes to details within a drawing sheet require that a new revised drawing sheet be submitted as Supplemental Information.
- Using appropriate file names is particularly important for electronic submittals. Please review eBuild Help: Naming Files.
Types of Plan Submittals
Selecting the right submittal type will help the system process your submittal correctly. Be sure to select a reponse submittal type
whenever you're submitting material in response to a Review Comments notice from the City.
We will only offer submittal types which apply to your project at the stage it's currently in.
Plans submitted for a new project, before the project has been accepted for review.
Response to a Notice of Incomplete Application with missing elements for a new project application.
Response to Plan Review Comments transmittal addressing issues with plans submitted before application approval.
New plans or changes to plans previously approved by the City.
Response to a SI Review Comments notice addressing issues with changes to plans submitted after application approval.
Required plan submittal deferred until after initial application approval and permit issuance. These are typically plans for fire suppression systems.
