eBuild Help: Project Life Cycle

This overview explains the "typical" life cycle of an eBuild project.

Stage 1: Create a New Project All eBuild projects start with your choosing a name for the project and submitting a PDF application form. We immediately assign a tracking number to the application which we'll include on all communications with you about the project, throughout its life. You can pick any name you want. We'll add the address to the name when we display it.

At this stage, you'll be able to add additional project members who can submit plans and receive notifications.

At each stage, anything you need to do will be flagged for you as an Action ItemsAction Item.

Stage 2: Submit Plans After the application has been submitted, you can upload plans and other required documentation. The City won't do any review of your application until you indicate you have completed this part of the project.
Stage 3: Completeness Screening Once you've finished uploading your plans, we'll screen the documentation you've submitted for completeness.

One of 3 things can happen at this point:

  1. Your application is complete. If it is, move on to the next step.
  2. We find that your application is missing one or more elements which must be present before we can begin reviewing your plans. If this happens, we'll send you a Notice of Incomplete Application explaining what you need to submit to complete it. We will not review the application again until you respond to the notice.
  3. Very occassionally, we may find that your proposed project simply cannot be built. If that happens, we'll send you a notice explaining our decision and what options you have.
Stage 4: Application Accepted When we find that your application is complete, we accept the application for review. We send you a notice at this stage. We then assign a project coordinator to be your City contact for the life of the project. The project coordinator will determine how long it will take for the City to complete its review of your plans and send you a letter of introduction committing to that date.

Once the appplication is accepted, you'll be able to complete some outstanding tasks:

  • Pay the intial plan check fees.
  • Assign contractors if any were unknown when the application was submitted.
  • Submit an Electrical Application, if required.

You can do all these things online using the eBuild system.

Stage 5: Plan Review The ball is now firmly in the City's court. We will review your plans for code compliance and notify you of the result by the date committed to by the project coordinator.

At this stage, one of 2 things can happen:

  1. We find that we can approve the plans as submitted. In that case, we'll send you a notice that we are ready to issue your construction permits. You will need to pay, in full, any outstanding fees that have been assessed. You may also need to assign contractors and submit an Electrical Application.
  2. If we find that we cannot apporve your plans as submitted, we'll send you Plan Review Comments detailing the unresolved issues. We won't take any further action until you respond to this notice.

If there are changes to your plans at any time during our review, you can submit the changes in a Supplemental Information (SI) submittal.

Stage 6: Application Approved - Permits Issued Once you've paid the project fees and completed any other outstanding action items, we'll approve your application and issue your permits. You'll get a Notice of Permit Issuance with links to download the approved plan set.

Construction can now begin!

Stage 7: Construction During construction, you can submit changes as Supplemental Information (SI) or required plans as Deferred Submittals. The process of review for these is much like the initial plan review.
Stage 8: Project Completed Once your project is complete and all required inspections have been finaled, we'll issue a Certificate of Compliance or Certificate of Occupancy, and this eBuild project will come to the end of its life.

Any new construction or alteration of the completed project will be the start of a new project.
