eBuild Help: Project Consultations

Project Consultation meetings are a free service offered by the Planning and Development Department. During a Project Consultation, you can meet with staff to discuss a proposed project, ask questions, and learn more about any regulations or codes that might apply to your project. We may also be able to provide you with tools to meet the requirements or offer design alternatives that meet community standards and achieve your goals. You can now apply for Project Consultations using the eBuild system.

Project consultation meetings are required for Conditional Use, Tentative Planned Unit Development, and Willamette Greenway permits. In addition, if you are submitting a building permit that will be a phased project, you will also be required to schedule a project consultation meeting.

Setting up a Project Consultation with eBuild is an easy process.

Step 1 – Prepare Your Meeting Materials

Although not required, it is strongly recommended that you submit a written list of questions or issues to be discussed at the meeting. Plans, details, and other relevant information about your project can provide staff with sufficient information to research and answer your questions.

Step 2 – Download and Complete the Application

Download and complete the Project Consultation Application.

eBuild applications forms are fillable PDFs which allow you to save your responses directly into the form. Simply download the form to your computer and complete it in the latest version of Adobe Reader or other compatible software. Saving the form will save the responses directly into the PDF.

On your application you will be asked to indicate which staff members you would like to attend and how many people will be attending the meeting. If you are unaware who should attend from the City, we can assist you in making this determination.

Step 3 – Submit Your Application and Meeting Materials

To request a project consultation meeting, log in to your eBuild account and click on the Project Consultations button at the top of the eBuild account page.

Then click the New Project Consultation button at the top of the Project Consultations page.

You will be asked to give your project a short, descriptive name and to upload the completed application form.

Once the meeting record has been created and assigned a number, you can upload any meeting materials that you would like to submit. Click on the Upload Documents button. All submitted files must be in PDF format.

You can make multiple submittals of meeting materials.

Please be aware Project Consultation applications and materials are public record. Notification of the Project Consultation, including the applicant, project description, and project location are included in a notification process provided to interested parties.

Step 4 – Choose a Meeting Date and Time

To choose your meeting date and time, click the Schedule button for the meeting.

You will have an option to choose an available date and time that works for you and your project team. Meetings can be scheduled from 14 to 90 days in advance. We require a two-week advance notice in order to allow time for staff to adequately research your project.

To schedule the meeting, just click the botton for the chosen time slot in the online calendar.

The online calendar also allows you to cancel or reschedule your meeting up to 2 business days prior to the meeting. If you have an emergency and need to cancel or reschedule at the last minute, contact the Meeting Coordinator listed for your meeting or call 541-682-5505.

You can submit meeting materials at any time prior to the meeting.

Step 5 – Meeting Day

Meetings are held at in the Atrium Building at 99 W 10th Ave in downtown Eugene. When you arrive for your meeting be sure to check in with reception staff who will direct you to the correct conference room.

You can bring paper copies of your project plans and/or electronic versions to be displayed on a large wall screen. This allows staff and applicants to carefully review details of the proposed project.
