eBuild Help: Express Permits

Building and Permit Services currently offers express permit application review program for applications that meet specific qualifications. With your commitment of time and active participation in the review process, our goal is to be able to issue the permit on the same day! Plans examiners from various disciplines will meet individually with you to review the individual code requirements of their respective fields. This provides the opportunity for discussion, clarification and collaboration in order to make any necessary on-the-spot revisions to the plan set to bring designs into full code compliance.

To reserve an appointment time for your review through eBuild, you will submit your application and drawings online through eBuild as you normally would, then choose an available appointment time that works for you. Appointment times are available up to two weeks out. You can submit your application up until 3:00 PM the day before the appointment time as long as an appointment time is available.

Step 1: Prepare and Submit Your Plans

There are specific applications for commercial and residential Express Permit projects. The applications contain a checklist you will need to complete to verify that your project qualifies for the program. If you have questions, please review the guidelines available on the City website under Commercial Express Permits and Residential Express Permits.

Step 2: Choose Your Appointment Time

After submitting your plans, you'll be asked to select an appointment time that will work for you. Keep in mind that if the plans are stamped by a design professional, that person must be present throughout the review process. Otherwise, the person authorized by the owner to make modifications to the plans/design must be present.

Your express project submittal is not complete until you choose a meeting time.

Once you've created an express permit project, the project will be marked in your Active Projects list with a calendar icon:

Just click the icon to see the scheduled appoinment time.

What Happens Next?

That's all there is to it. Now it's up to the City staff to screen your application and other materials. You will receive a notice advising you of the next step:

Notice of Accepted Application
This confirms that your application is complete and your express review meeting will take place at the time you scheduled. When you arrive for your appointment, check in with Intake Staff at the counter. They will direct you to the meeting room.

You should also bring a paper copy of your drawings with you. Half-size, drawn to scale, is acceptable.

Notice of Incomplete Application
Your application packet is missing items that will be required for review. If you receive this notice, your appointment will be automatically canceled. When you submit the required items, you will have the opportunity to schedule a new appointment time.
Notice of Ineligibility for Express Permits
Your project does not qualify for the Express Permit Program. Your appointment time will be released. Your project will be automatically converted to regular plan review. You will not need to reapply.

Before your appointment time, you'll have the ability to reschedule or cancel your appointment and to convert your project to regular plan review. To access these options, click the Manage button for the project.
